Violations were also revealed in the construction of objects on the territory of the Skolkovo Center. According to the General Prosecutor's Office, it was carried out without permits and formalized rights to the land, and the responsibilities entrusted to the foundation to control the construction were practically not fulfilled.


Another episode is related to the production of a series of promotional videos lasting 60, 30 and 10 seconds. According to the department, the amount of 54 million rubles was specified in the contracts for the creation of these materials, but the study showed that the cost of these works actually did not exceed 5 million rubles.


On April 18 the office of "Skolkovo" was searched in the case initiated in February on misappropriation of budgetary funds allocated to the fund.


According to investigators, Kirill Lugovtsev, former director of the financial department of the foundation, and Vladimir Khokhlov, CEO of the Skolkovo Customs and Finance Company, illegally spent almost 24 million rubles, allocated by the state from the budget for the development of "Skolkovo".


At the same time, the Investigative Committee started checking the FSB data saying that 3.5 billion rubles allocated to the foundation from the federal budget to create the center of the same name had been for a long time kept in the accounts of a commercial bank affiliated with the foundation management.


Also in April the Investigative Committee of Russia instituted a criminal case against Alexei Beltyukov, a senior vice president of the Skolkovo Foundation, on suspicion of committing embezzlement on a particularly large scale.
