Arkady Rotenberg turned out to be the largest owner of resort facilities on the Crimean coast - the cadastral value of his sanatoriums and land plots is estimated at 5 billion rubles. For five years, the businessman's companies that receive the most lucrative contracts have received about a quarter of all state funds allocated to Crimea.

In March last year, billionaire and childhood friend of Vladimir Putin, Arkady Rotenberg, who recently declared himself the owner of the palace in Praskoveevka, received the title of Hero of Labor for "special services in the construction of the Crimean bridge." The 19 km long bridge across the Kerch Strait was built in 3.5 years, spending 228 billion rubles. During construction, railway approaches to the bridge have risen in price from 6.5 to 22 billion rubles.

In the summer of 2015, the Cabinet of Ministers signed a contract for the reconstruction of the international children's center "Artek" for 2.3 billion rubles. The contractor was the Stroygazmontazh company, owned by Rotenberg. For five years, the cost of work has increased 13 times - up to 30.5 billion rubles, writes " Project ". The cost of another contract between Rotenberg and Artek - for the repair of four camps and a dormitory - increased more than 10 times - to 4.7 billion.

Rotenberg also supplied Artek with furniture, household appliances and household equipment for more than 640 million rubles. And his company "Red Square" received 40 million rubles for media support for the celebration of the anniversary of the former all-Union children's camp.

In total, Stroygazmontazh signed 36 contracts for Artek worth almost 38.5 billion rubles. Then the company was sold to Gazprom.

Sewerage facilities "Yuzhnye" in Sevastopol for 8.5 billion rubles will be built by the "Regional Construction Company" under the leadership of Rotenberg's business partner Boris Sakun. The parking lot for 600 ships in Balaklava will cost 7.2 billion rubles from the treasury - the marina project is being developed by Stroygazmontazh.

Tsar's estate and Soviet sanatoriums

The Dyulber palace and park ensemble, built at the end of the 19th century for the Grand Duke Pyotr Nikolaevich, after nationalization was turned into a sanatorium for the Soviet elite, in Ukraine - for the Verkhovna Rada. After the annexation of Crimea to Russia, the authorities announced the "nationalization" of "ownerless" property of state structures and assets of companies of Ukrainian oligarchs. Dulber was sold in 2018 for 702 million rubles. The auction was attended by two Crimean firms associated with the structures of Rotenberg. The lot went to the "Management Company of Infrastructure Projects" (UKIP) with an authorized capital of 10 thousand rubles.

The founder of the UKIP was the ex-commander of the missile forces, Vladimir Zaritsky, but he admitted to the Project that he was not engaged in business. According to him, he does not know the owner of the company. The publication found out that a year after the sale, the palace was rewritten to a closed mutual fund associated with the Mosoblbank of the Rotenberg brothers.

UKIP acquired three Crimean health resorts. The cost at the state auction was 1.5 billion rubles ($ 23 million), and the market value of all three objects in Ukraine was estimated at $ 59 million. Now vouchers to sanatoriums are being bought by regional administrations for beneficiaries. Sanatorium "Miskhor", in particular, received more than 150 million rubles through government contracts in 2018-2020.

Earnings on sanctions and public procurement

In 2018, the UKIP also bought shares of the operator Krymtelecom from the state, virtually without trading. He and the K-telecom company provide the so-called technical roaming for Russian subscribers - the Big Four do not work on the peninsula due to sanctions, so communication costs rise to several hundred rubles a day.

In 2016, thanks to technical roaming, the profitability of K-Telecom was five times higher than that of MTS. After complaints from market players about the overstatement of tariffs and interference of state regulation, the revenue of K-Telecom and Krymtelecom began to fall. But "Project" assumes that the investor could be interested in real estate: "Krymtelecom" owns more than 100 thousand square meters. m. of premises and plots throughout the peninsula with an area of more than 20 hectares, as well as almost 2 thousand km of cable ducts.

Last April, Aichi-Invest, an affiliated company with the Rotenbergs, acquired the state-owned enterprise Krymtechnologii, which maintains a website about the events of the Crimean Spring, as well as creates websites and services for local authorities. For two years before the buyout, the company with 9 employees showed losses, and its main source of income was government orders. At the same time, she owns 87 sites and more than 300 buildings and premises, the total area of which is 77 thousand square meters. m. All this was sold for 496 million rubles - 6.5 thousand rubles per sq. m. m. excluding land.

In total, as it turned out, Rotenberg in Crimea has 10 sanatoriums and recreation centers, 178 land plots, 761 buildings and premises. The cadastral value of real estate is over 5.5 billion rubles. For five years, Rotenberg's companies have spent almost 300 billion rubles on state contracts in Crimea - about a quarter of all funds allocated by the federal center for the development of the peninsula in 2014-2024 as part of a targeted program.

Rotenberg presumably earned money on road cameras on the Tavrida track. There are few stationary cameras, but there are "tripods" - mobile cameras for automatic recording of violations. Before Putin's arrival, the Project notes, such cameras are removed from the Crimean roads, but then returned.

Camera operators - "Safe Roads of Crimea" and "Safe Roads of Sevastopol" - belong to the company of Natalia and Andrey Minaev, ex-employees of the structures of the "Machine" company Evgeny Roitman, whom the media called "Rotenberg's man". In Sevastopol, “Safe Roads of Sevastopol” have installed more than a hundred cameras and dozens of parking meters. The total investment amounted to 900 million rubles, the city budget will pay almost 6 billion rubles for this. 155 cameras have been installed on the rest of the peninsula, for which 4.5 billion rubles will be received. The money from fines does not go to the budget - they go to the account of mandatory payments for the maintenance of cameras.

New Palace and Italian yacht

At Cape Sarych, where the forest and the beach were previously open to the public, it is now impossible to go down to the sea, and drone flights are prohibited. A four- or five-story mansion is being built there, the total area of which can be up to 7 thousand square meters. m. It is impossible to evaluate the building before the end of construction, but the land alone can cost about $ 35 million.

The local population considers Rotenberg to be the owner of the house. More than 12 hectares of juniper forest next to the house belong to closed investment funds, which are managed by Sofia Noginskaya's company, which controls the Rotenbergs' assets.

Last summer, near Yalta, they noticed a 62-meter yacht Rahil built in Italy, the owner of which was called Rothenberg by the SuperYachtFan publication. The yacht does not leave the Black Sea due to sanctions.

Despite the fact that for the residents of Crimea, joining Russia did not in any way turn into an improvement in well-being, the incomes of Russian oligarchs close to power increased significantly due to business on the peninsula. A particularly good situation, according to journalists, is for Vladimir Putin's friends - Arkady Rotenberg, Yuri Kovalchuk, Nikolai Shamalov and Vladimir Zaritsky.

Sevastopol Rothenberg

The firm "Stroygazmontazh" belongs to Arkady Rotenberg, with whom Vladimir Putin studied judo, so it is not surprising that it was she who was entrusted with implementing the presidential idea - to build a city cultural center in Sevastopol. However, these are not all the culture-oriented projects that Stroygazmontazh has plans for, writes The Insider . So, within four years in the city they intend to build an opera and ballet theater for 800 seats, a choreographic boarding school, a cinema and concert complex, as well as residential and hotel buildings for employees, artists and students. For all this, the authorities will give 23.3 hectares of land in the historical center of the city and will allocate 25 billion rubles.

“ The customer is the National Cultural Heritage Foundation, which has four budgetary organizations among its founders: the Tretyakov Gallery, the Hermitage, the Mariinsky and the Bolshoi Theaters. There is no project yet, and it is unclear how it will be financed, but the future territory is already fenced off, and an information board on it informs that the general designer and general contractor is Stroygazmontazh LLC, writes the online edition.

Experts do not exclude that the amount of planned expenses is far from final. They recall the construction of the Crimean Bridge by Rotenberg's company, the cost of which increased from 50 billion rubles to 227.78 billion rubles.

In addition to these large contracts, Stroygazmontazh, as the sole supplier, was entrusted with the reconstruction of Artek for 26.3 billion rubles and the construction of railway approaches to the Kerch Strait for 16.6 billion rubles. The total amount of funds that have mastered or intend to master the SGM in Crimea may exceed 300 billion. This is about a third of the current volume of the federal target program for the socio-economic development of Crimea (877.8 billion rubles), " The Insider points out.

Not squeamish bankers

Since the largest Russian banks, such as Sberbank, VTB, Alfa-Bank and others, prefer to bypass Crimea for fear of Western sanctions, their competitors, less zealous about their own reputation, work on the peninsula. And this, given the proximity to the highest authorities of the country, gives them a good profit, despite being included in the sanctions list. An example of this is Bank Rossiya and its largest shareholders (Putin's friends since the days of the Ozero cooperative), Yuri Kovalchuk and Nikolai Shamalov.

“ When the US and Canada imposed sanctions against Russia in March 2014, $ 572 million was frozen on the bank's accounts, it was disconnected from the VISA and Mastercard payment systems. However, at the end of the year, its assets grew by 23%, funds in settlement accounts of individuals - by 39%, and the number of branches increased by about a third, "the Insider's investigation says.

"Russia" received for outsourcing the salary accounts of the Black Sea Fleet, and then the Ministry of Internal Affairs, the Ministry of Emergency Situations and other government agencies in Crimea. In addition, this private bank, together with the state bank RNKB, received from the state 51% in Simferopol International Airport LLC in exchange for a loan for the construction of a new terminal.

Also, "Russia" provided a loan of 1 billion rubles to the Crimean railway, which, fearing sanctions, does not want to be taken on by Russian Railways. It is not excluded that in the end the Crimean railway lines of communication in the near future will pass into private hands, which in one way or another will be connected with the bank "Russia".

It was to this bank that the government of Sevastopol ordered the issuance of the Unified City Card for travel by public transport, transfer of pensions, benefits and salaries of doctors, teachers, officials. The annual volume of social and pension payments is 33 billion rubles, the Internet publication notes.

In turn, the subsidiary of Russia, the Yuzhny Project company, at the end of 2017 became the owner of the Novy Svet champagne factory, which was nationalized after the change in the state ownership of Crimea, and then sold at an auction. Possibly, the holding company Inkerman International, which manages the Inkerman factory of vintage wines and vineyards with an area of 2.79 thousand hectares, will join the plant.

General investment

One of the largest Crimean businessmen is now the ex-commander-in-chief of the missile forces of the Russian Federation, three-star general Vladimir Zaritsky, to whom tens of millions of dollars of assets have recently been transferred. “ At the end of 2017, UKIP LLC, 94% owned by a retired general, received a land plot of 20 hectares on Cape Ai-Todor, where there was an imperial villa back in tsarist times. The company with an authorized capital of 13 thousand rubles and the number of employees less than 10 people intends to use the funds raised to build a 5-star hotel here with a spa complex, shopping, sports and restaurant clusters worth 1.2 billion rubles , ”writes The Insider ...

The publication also indicates that six months later, the Ai-Petri, Dyulber and Mishor boarding houses were added to Zaritsky's assets, which UKIP LLC bought at an auction for 1.5 billion rubles. In particular, the Ai-Petri sanatorium cost the general's company 416.4 million rubles, although only one hundred square meters of bare land without communications in that area are asked for from 500 thousand to a million rubles. Based on this, 5.7 hectares of land under the sanatorium were estimated at 427 million rubles. And this is without taking into account the hotel infrastructure with 800 beds.

In December 2018, UKIP LLC acquired at an auction 100% of the shares of Krymtelecom expropriated from the Ukrainian oligarch Renat Akhmetov for 998 million rubles.

With another firm of Zaritskiy LLC AIP, which has 10 thousand rubles of authorized capital, the Sevastopol authorities signed an investment agreement for 12 billion rubles for the construction of a yacht club for millionaires in Balaklava. At the same time, the state budget will allocate 8 billion rubles for construction. The already mentioned "Stroygazmontazh" developed a project of a yacht club for 339.9 million rubles, and most likely it will be Rotenberg's company that will become the construction contractor.

The Olympic champion in figure skating and the wife of the press secretary of the President of Russia Dmitry Peskov Tatyana Navka became a co-owner of the Crimean company Galit, which produces salt. The wife of a senior official received a 16.67% stake.

Salt wealth

The Bell reports that Tatiana Navka became a shareholder of Galit in November this year. The conclusion of the deal coincided with the receipt by the Crimean company of a large state contract for the supply of salt for the State Unitary Enterprise "Krymavtodor" worth 25.9 million rubles. The initial cost of the contract was 22.5 million rubles, and Galit was the only bidder.

Figure skater Tatyana Navka married presidential press secretary Dmitry Peskov in 2015. According to the results of the declaration campaign for 2017, she became the richest among the wives of Kremlin officials. Her official income last year amounted to more than 200 million rubles.

In September of this year, it was reported that the Ministry of Culture allocated 18 million rubles from the budget for the staging of Tatyana Navka's ice show Ruslan and Lyudmila. According to Interlocutor, the Department of Labor and Social Protection of the Population, the Ministry of Education, Rosconcert, Sberbank, Transneft, PhosAgro, Gazprombank, Channel One, Russian Railways, also became sponsors and partners of the ice show.

Crimean Cosa Nostra - who really considers the peninsula to be theirs

In March 2014, a referendum was held in Crimea, during which the inhabitants of the peninsula spoke out in favor of reunification with Russia. As a result, Crimea became Russian, and Sergei Aksenov became the head of the republic. And together with him, his numerous relatives, friends and business partners came to power.

In the crime saga of Mario Puzo "The Godfather" there is an episode thanks to which the world learned what Cosa Nostra is (translated from Sicilian - "our business"). In this episode, the "godfather" Don Corleone talks about how to live in a world of corrupt officials and bribe-taking police officers. And he concludes: you need to create your own world in parallel and live in it according to your own laws, avoiding interference from outsiders. The Novaya Gazeta journalists found out how the “godfather's” behests are being implemented by the leadership of the Crimean peninsula and who can really say “Crimea is ours”.

After the “Russian spring” an interesting company came to the leadership of the Crimean Republic - all of them friends, relatives and business partners. Sergei Aksyonov became the head of the Crimea (by the way, he was by no means poverty-stricken even during the “Ukrainian yoke”).

The post of deputy chairman of the construction committee of the State Council of the Republic was taken by the father of Sergei Aksenov - Valery Nikolayevich Aksenov, who previously worked as director of the Simferopol auto repair plant.

The Committee on Land Issues, which knowledgeable people call nothing other than "golden", was headed by Evgenia Dobrynya - Sergei Aksenov's sister-in-law and his former secretary for the Russian Unity party. Evgenia's common-law husband, Andrei Dedyukhin, also did not remain without work: he was assigned to lead the Republican Department of Fisheries.

Even Sergei Aksenov's mother-in-law found a suitable chair - in the Public Chamber of the Republic. And her husband, Alexander Dobrynya, was appointed deputy director of the State Unitary Enterprise of the Republic of Kazakhstan "Expert and Technical Center". In total, six members of one family received good posts, Corleone can only envy.

All this "leading nepotism" does not prevent the head of Crimea from periodically loudly speaking out about the pernicious legacy of the Ukrainian era: they say, it's time to end the Ukrainian nepotism in the Crimean government, all these are relics of the old times, and we have long been in our "home harbor at a permanent home port." Literally in February last year, Sergei Aksyonov threatenedly instructed the chairman of the republican anti-corruption committee Alexander Akshatin: “It is necessary to monitor all cases related to conflicts of interest. It is unacceptable if relatives work in the same narrowly focused area, having the opportunity to interact within the same industry "... The chairman of the anti-corruption committee listened with an understanding air: of course, Sergei Valerievich, we will trace and will not be allowed. However, the leading "Aksenov clan" apparently passed the anti-corruption check without any problems.

And this is despite the fact that in addition to family ties in the Crimean "Cosa Nostra" there are friendly and business ties. So, the seats in the parliament of the republic were taken by business partners of the wife of the head of Crimea Sergey Borodkin and Nikolai Vysotsky. Igor Lukashev, a business partner of Aksenov himself, headed Simferopol.

Companions of the head of Crimea in the Russian Unity party Mikhail Sheremet, Andrey Kozenko and Dmitry Polonsky became deputy prime ministers of the republican government. Another group of members of the same party - Vladimir Bobkov, Larisa Georgiadi and Sergei Shuvainikov - now sit in the State Council of Crimea.

The heads of the Crimean State Committee for State Registration and Cadastre and the Information Department and the Press Service of the head of the republic are also former members of Russian Unity Alexander Spiridonov and Ekaterina Polonchuk.

Apparently, the "family" is doing well. Thus, the wife of Sergei Aksenov, Elena, is a successful businesswoman: she is one of the founders of Hals LLC, which owns the largest Simferopol shopping center Ocean. Financial indicators are encouraging: three years after the "Russian spring", Elena Aksenova's income has grown by almost 11 times. The wife of the head of Crimea ranks seventh in the list of the richest wives of Russian governors, has a house, three apartments, six non-residential premises, two land plots and a modest BMW car - for 120 thousand dollars. The vein of a businessman was passed on with genes to the 23-year-old daughter of the Aksenovs, Kristina Manusova. She is also a little engaged in renting, but against the background of her mother, her income is still modest: only some 818 thousand rubles per year. However - everything is still ahead ...

It remains only to quote Don Corleone once again: “I have grandchildren, and who knows if one of the children of my grandchildren will become governor or even president - here, in America, nothing is impossible. You just need to keep up with the times. And the time of shooting and stabbing has passed. It is time to use intelligence, resourcefulness, since we are business people, it is both more profitable and better for our children and grandchildren.
