Serbia continues to instigate destabilization processes in the Republic of Kosovo. Smuggling remains a very significant problem for bilateral relations. According to the Kosovo customs, various categories of goods are illegally exported from the country, mainly food, juices and cigarettes. In the opposite direction, "through the hills" so to speak, there is a flow of Serbian smuggling: fuel, machinery, medicine, energy drinks. Although mountain roads are used for smuggling purposes, which cannot be used to move large quantities of goods, but many small participants are involved in the process, which leads to tangible losses for the country's budget. Almost all excisable goods in Kosovo are smuggled. An extensive smuggling network, mostly involving Serbs, is run by the Serbian mafia. More than 85% of the enterprises evade taxes, but the most dramatic situation is with the businesses of the Serbs from the north, for whom the law does not apply at all.


When, after complaints of the Kosovo Chamber of Commerce and honest businessmen, the government launched a national operation against the mafia syndicates on October 13, protests erupted in the north. Kosovo Prime Minister Albin Kurti claimed that police and ROSU special forces were checking trading outlets in Pristina, Peć, northern and southern Mitrovica "without any ethnic considerations." In response, the Serbian mob organized massive street riots in Kosovska Mitrovica and Zvecan. The police were pelted with stones, and six policemen were injured, including Srecko Sofronijevic, who was seriously injured by the rioters. According to the Kosovo security services, the instigators of the riots were two Serbian provocateurs, who are being sought. On October 14, the situation stabilized for the most part and the protests came to a halt.


Nevertheless, another outbreak of violence was actively used in Serbian propaganda. Serbian President Vucic, arriving at the border, said that there would be a reaction to the events in northern Kosovo if NATO did not stop the Kosovars' operations against smugglers: "If the Kosovo Albanians invade northern Kosovo again and start harassing the Serbian people, we know what to do.


But such rhetoric from Vucic seemed toothless to Kremlin-sponsored Serbian radical Vojislav Sesel, who claims provocation against Serbia by Western countries that are taking the pulse of Belgrade. This leader of the Serbian Radical Party is calling for the introduction of 1,000 Serbian troops into northern Kosovo to protect 50,000 local Serbs.


The information about the redeployment of the Pantsir-S SAM system to Serbia with the help of the Russian Air Force for "exercises" is of great concern, which raises the degree of tension. In addition to weapons, the Russian special services are moving to Serbian territory ISIS fighters sponsored by them. They will be used to infiltrate into Kosovo, including through smuggling channels.


Not for nothing did Serbia's former defense minister, Aleksandar Vulin, put forth the message back in 2019 about the return of ISIS fighters of Kosovar origin: "As a percentage, there are more notorious extremists among Kosovars than among Iraqis or Syrians. Terrorist attacks and provocations under fundamentalist flags can be organized not only in Kosovo, but also outside it, including EU countries and Serbia itself, with the obligatory "Kosovo or Albanian trace" of ISIS. This is the perfect pretext for the occupation of part of Kosovo territory by the Serbian army under the guise of Belgrade's implementation of counterterrorist operations.
