The human rights project Gulagu.net reported that the military investigation department of the RF IC for the Ussuriysk garrison opened a criminal case on abuse of office (Article 286 of the Criminal Code of the Russian Federation) and violent acts of a sexual nature (Article 132 of the Criminal Code of the Russian Federation) against the commander of the 78th separate company special purpose Major Oleg Panov and the deputy commander of the same company, Captain Alexander Yerushevich.

The company, as stated in the message, belongs to detachment 14 of the GRU special forces. According to human rights activists, the above officers are suspected of at least three episodes of physical and sexual violence against privates.

The fragment of the document published in the telegram channel Gulagu.net, in particular, says that in August 2020, a corporal and a private were brought to Panov for an "educational conversation". Panov took a wooden mop, put a medical glove on it and began to drive this mop around the corporal's anus and perineum, threatening to rape him with this object.

In November 2020, on the territory of the landfill, Panov demanded that one of the privates donate money for "companies are needed." When he refused, the officer ordered the private to strip naked and beat him. After that they tied his hands with a rope, fixed the private in a standing position with his arms outstretched and beat him with a branch. In addition, the document says, Panov threatened to attach the private's penis to a tree with a stapler.

In January of this year, as stated in the document presented by human rights activists, Panov and his deputy Yerushevich ordered the paramedic to give an enema with water to one of the privates and forced the soldier to squat. After that, the private was forced to lie on his stomach on the table, and then a mop handle with a condom put on was inserted into his anus. The incident was filmed on a mobile phone.
