Russian President Vladimir Putin instructed the government to launch a federal project for the development of domestic robotics and the introduction of robots in industrial production, in terms of which the Russian Federation lags far behind Western countries.

By July 1, 2023, the Cabinet of Ministers should approve the robotics development project, defining the legal and tax conditions, as well as state support measures, according to Putin's list of instructions published on the Kremlin website.

The objective of the project, according to the document, will be the priority introduction of domestic robots, as well as funding for research work in this area.

The effectiveness of the project will be assessed by the number of robots per 10,000 workers in industry and by reducing the gap in this indicator from the global average, the order says.

The gap between Russia and industrialized countries in terms of job distribution is “serious,” Putin said in November at the Journey into the World of Artificial Intelligence conference.

According to the International Federation of Robotics (IFR), in Russia there are only 6 industrial robots per 10 thousand workers, which corresponds to the level of the poorest countries (Philippines, Indonesia).

From the world average - 126 robots per 10 thousand workers - Russia lags behind 21 times, and from the world leaders - 100 times or more: 932 robots per 10 thousand workers in South Korea, 605 - in Singapore, 390 - in Japan, 371 - in Germany. For 2005–2020 about 6,000 industrial robots were installed at Russian factories, while in China last year alone, more than 168,000 were installed.

After the start of the war in Ukraine, the supply of foreign robots to Russia stopped, and domestic production is in its infancy. In 2019, 1,410 robots were sold in Russia, of which only 87 were Russian, RBC notes.
