An ex-FSB officer linked to Deripaska bought the Russian part of the Ukrainian Waves project, which handled the DEG and will provide infrastructure for the 2024 presidential election. This was stated in his article by journalist Andrei Zakharov.

According to the website , Waves is developing a "global open source platform" for decentralized programs. The press release states that the company is involved in finance, identity, gaming, privacy and “many other” blockchain-related projects. Waves appeared in 2016, and already in 2017 raised $16 million in an ICO.

In 2022, the business was divided: the global company retained its former name, and its Russian division was renamed Web3 Tech. At the same time, the latter do not hide their connection with Wave and the Waves Enterprise blockchain platform. Also, a company from the Russian Federation openly talks about interaction with the Russian authorities, for example, the Federal Tax Service. At the same time, the international firm does not write about its Ukrainian origin or ties to the Russian authorities.

Zakharov notes that at one time Waves also developed solutions for Rosseti, Rosneft, Gazprom and Roskosmos. Moreover, the firm has created an e- voting platform , which has been heavily criticized by the opposition and the media. According to some of the journalist's interlocutors, some began to treat the company as a "pocket office of Russian shoulder straps "

“The main brainchild of Waves is the federal system of electronic voting, which they developed by order of Rostelecom. This is not the famous system that works in Moscow - there is a developer there. The Waves platform was tested in 2021 at the Duma elections in several regions (in parallel with Moscow), and in 2022 it was used to vote in seven regions. Claims to both systems - Moscow and federal - are the same: formally, it is a blockchain (that is, data storage is decentralized), but it has one owner - the state, ”the article says.

According to the journalist, around the beginning of the war, the founder of Waves, Ukrainian Sasha Ivanov, sold the Russian business to Igor Kaigorodov, who had previously served in the FSB as the head of a department in the Udmurtia department. After formally leaving the service, he worked in Rosneft, structures of the Alfa group and Oleg Deripaska's Rusal management company.

According to Habr , the company appeared on March 30, 2022. At the same time, the extract from the Unified State Register of Legal Entities states that such a name (Web3 LLC) was registered back in August 2019 by Artyom Kalikhov. In March 2020, he was named Chief Product Officer of Waves Enterprise by the media. Meanwhile, Kaigorodov is listed there as a "founder" with a 100% share. Data about him was entered on April 1 last year, which is consistent with the information of Habr and Zakharov.

At the same time, the journalist believes that in fact Waves (Web3) is needed not by the ex-silovik, but by Deripaska. The exact reason why the oligarch needs it is still unknown: according to one version, he just wanted to “buy a fashionable project” , according to another, he planned to use his “mining capacities” with their help .

At the same time, according to Zakharov, it is the Waves platform that will be used for electronic voting in the 2024 presidential election. The company is reportedly already "upgrading" its infrastructure "together with Rostelecom" .

After the publication of the article, Sasha Ivanov stated that Kaigorodov "worked for the Russian company web3.tech since 2018 as a legal advisor" . He also said that Rusal "had nothing to do with the transfer of the company to management . "

Recently, several Russian media outlets, citing sources from the Kremlin, said that in 2024 Putin "should" be re-elected with 75% of the vote with a turnout of 70%. The corresponding guideline was sent to the vice-governors for domestic policy.
