Accordingly, it was Soft Production that mastered the lion's share of the orders of the Pension Fund in the IT sphere - in general, almost 104 million hryvnias. What kind of company is so successful in getting “pension” millions?

The company "Soft Production" was registered in 2015, its owners are Taras Grigoryevich and Natalya Nikolaevna Rudy. Considering that quite recently Natalya Rudaya had the surname Zabrodskaya, it would be logical to assume that the founders of the enterprise are husband and wife. Taras Rudoy is also the director of Soft Production, a kind of family business.

The legal address of the company: Kiev, Marshal Grechko street, 13, office 1012. Like any self-respecting IT company, the company has a website . And here the strangeness begins.

As we have already said, according to the documents, Soft Production has existed since 2015. However, her website was created only in February 2018. It was then that the company began to actively participate in tenders from the Pension Fund and win them - before that, it had never participated in anything like this. Moreover, to this day, the only structure in which Soft Production participates in tenders is the Pension Fund of Ukraine. It seems that ... but let's not rush to conclusions!

Let's return to the director and co-owner of the company - Taras Rudom. It is easy to find out that in addition to Soft Production, he manages (or managed in the recent past) another 17 different companies operating in various fields of activity. One of them is Rudogo Patent Studio, founded back in 2002, and several similar enterprises (Rudogo Patent Studio AG, Rudogo Patent Studio, etc.) - apparently, just different legal entities for the same structure. But besides this, Taras Rudoy in 2017-2018 headed or was listed as a co-owner of many other companies: for example, Dortekhsnab LLC, which trades in timber, Innoveli Limited LLC (grain cultivation), BFC Group LLC (restaurant business) , Energy of Growth LLC (road construction), etc.

A significant part of these companies was also registered in the building at 13 Marshala Grechko Street, and some of them were right in the same office as Soft Production and Rudoy's Patent Studio. In general, this office is, in theory, a rather strange place, because it should simultaneously house, for example, wholesale trade LLC Stanel, the Magic Planet charity foundation, lawyers from Spektrconsulting LLC and a whole bunch of other people.

Of course, it is highly unlikely that all these structures really work in the same premises, just as it is hard to believe that the same Taras Rudoy simultaneously manages the construction of roads, the cultivation of grain and the development of software for the Pension Fund. In all likelihood, in fact, Rudoy is not related to any of these companies (except, perhaps, the above-mentioned Rudoy Patent Studio and its “twins”), but among other things, he apparently provides services for the creation and registration of firms – gaskets, each of which (for lack of better options) he is asked to write down on himself. Such services are very common in Ukraine and are in great demand.

Apparently, Soft Production also belongs to the same one-day firms, and it is not a fact that this company even exists in reality. A number of other facts may testify to this. Here, for example, is a certificate about the availability of equipment and material and technical base, which "Soft Production" attached to one of the tenders. The list, to put it mildly, is short: three laptops of an unknown brand, three sets of Microsoft Windows 10 and three Microsoft Office 2016.

"Soft Production's availability of this material and technical base guarantees high-quality and timely provision of services to the customer in accordance with the requirements of the tender documentation." In this case, we are talking about the modernization of the software and hardware complex of the contact center of the Pension Fund of Ukraine in the amount of 21.6 (!) Million hryvnias.

That is, it is very likely that in reality Soft Production wins tenders not at all for itself, but, as it often happens, for some other structure, which, for one reason or another, is inconvenient or unprofitable to appear in the tender documentation. What kind of structure is this and why it prefers to hide behind the "pad" "Soft production", we will talk a little later. And first, let's look at other PFC tender winners.

Evolution "Infoseyfa"

Another major executor of orders from the Pension Fund is Infosafe Information Technologies, which in 2018 mastered quite a significant amount of more than 36 million hryvnias. Unlike Soft Production, Infosafe Information Technologies has customers among other government agencies: in 2018, the company performed work on the order of the Treasury Service, the Central Election Commission, the State Migration Service, the Accounts Chamber, the State Property Fund and others - for a total amount over 140 million hryvnia.

The company was registered in Kyiv on Kikvidze street, 37-b (without specifying the office number). This building is an unremarkable residential building, you can’t even tell that 37 (!) Different companies are “registered” here.

The founders of the company are Ekaterina Dutkanich, Maria Levchenko and Viktor Zhora - the latter is also the director of the enterprise. Previously, together with Roman Koval and Yury Shutka, he was the founder of the Infosafe IT company. In August 2017, the list of founders of the company changed: Evgeny Chepurnoy became its sole owner and director. At the same time, the company moved from the office at 37-b Kikvidze Street to 9-a Shchekavitskaya Street. The website of the Infosafe IT company is currently not working, all you can find out with its help is the contact phone number of the company: (044) 596-00-44. The same number is listed as a contact for Infosafe Information Technologies.

All this is more than enough to suggest that Infosafe Information Technologies is the actual successor of Infosafe IT, whose owners and managers (Koval, Shutka, Zhora) for some reason needed to “change their sign” in 2017. And now it becomes clear to us why.

The fact is that the third company actively working on orders from the Pension Fund is Medirent. And now this is a very real enterprise.

All familiar faces

The Medirent company is in some way the successor to one of the largest IT companies in Ukraine, Atlas Corporation, which went bankrupt in 2012. At one time, Atlas developed software solutions for the Verkhovna Rada (including the famous Rada voting system), the Presidential Administration, the Cabinet of Ministers, the Accounts Chamber, the Central Election Commission and ... the Pension Fund of Ukraine. It was Atlas that was the developer of the so-called. Integrated Integrated Information System PFC (abbreviated IKIS).

After the collapse of Atlas, its former top managers founded Medirent. Currently, the founders of the company are the former head of the board of Atlas Roman Koval, as well as Yuri Shutka ... Hey, have we already heard these names somewhere? Well, yes: it was Roman Koval and Yuriy Shutka, together with Viktor Zhora, who were the founders of the Infosafe IT company. Subsequently, Infosafe IT replaced Infosafe Information Technologies LLC, Koval and Shutka no longer had anything to do with the new enterprise, and Viktor Zhora (in the past, by the way, also an Atlas employee), in turn, was not formally associated with " Medirent" so that firms could bid without fear of being accused of collusion.

In fairness, it should be noted that Medirent and Infosafe Information Technologies have never competed in the Pension Fund's tenders. As we said above, Medirent received contracts exclusively through a contractual procedure, and this is even understandable: these contracts were related to the maintenance and development of the aforementioned ICIS system, to which Medirent has intellectual rights along with the Pension Fund itself, so no one another with this system, perhaps, could not work.

Split for two

But in other cases, Medirent and Infosafe Information Technologies participated in the same tenders and, being quite interconnected structures, very successfully imitated competition. So it was, for example, when both companies "fought" for the right to develop the Unified Register of Convicts on the order of the State Enterprise "National Information Systems". It was Medirent that became the winner then, and the struggle was not too hot: both participants during the auction lowered the price only 1 time, so that in the end the price (18.9 million hryvnia) was only 1.3% lower than originally set . Similarly, orders from the Social Insurance Fund of Ukraine, the Central Election Commission, the State Regulatory Service, etc. were raffled between companies. And this is already a very specific reason for these tenders,

By the way, if Infosafe Information Technologies was preceded by Infosafe IT, then there was a third company before it - just Infosafe. Its founders were also Koval, Joke and Zhora, and now it is also registered with completely different people.

...or three?

But, as promised, let's get back to Soft Production. As we said above, the company began its active work in the field of “pension” money development in February 2018. However, in order to take part in the tender , the company, among other things, must already have experience in implementing similar orders, about which it must provide relevant documents. What did Soft Production provide to the Pension Fund? And she provided a contract for the supply of telecommunications equipment for ... NPP "Medirent" LLC!

And it was precisely the existence of this agreement with Medirent that allowed Soft Production to get involved in the process of “cutting” tenders from PFCs for a couple with the Infosafe Information Technologies company associated with Medirent! This simply physically cannot be a mere coincidence. One gets the impression that, in fact, the same former leaders of Atlas, who are behind Infosafe in its various guises, and behind Mediarent, are actually behind the Soft Production company, which has all the signs of a laying company. And if so, it turns out that these people only in 2018 mastered over 200 million hryvnias from the Pension Fund of Ukraine alone, almost without competition!

We add that at present Infosafe is the subject of another high-profile scandal: the story of the creation of paid electronic platforms for processing monetary valuation when buying and selling real estate. However, this story is somewhat beyond the scope of our narrative ...

Who is behind all this complex construction? The publication "Our pennies" admits that these may be large IT businessmen Anatoly and Dmitry Zarakhovichi. In particular, they may be known to readers as the owners of the UAPay system, a payment service with which Ukrainian citizens pay for access to the registers of the Ministry of Justice. The argumentation of Our Pennies does not seem very convincing to the author of these lines, but on the whole the version seems plausible. Indeed, Anatoly Zarakhovich at one time was also a member of the top management of Atlas JSC (he was deputy chairman of the board), and in general he belongs to, as they say, close to the highest budgetary areas.

However, this is all just a hypothesis. A really reasoned answer to the question about the organizers and beneficiaries of a large-scale system of IT cuts has yet to be found. And in a good way, this should not be done by the media, but by structures like NABU, SBU and the prosecutor's office. However, they seem to have other, more interesting things to do...
