The developer of the scandalous FDMU database will improve the software of the CEC for the presidential elections for 16 million
On January 24, the Central Election Commission concluded an agreement with Medirent Scientific and Production Enterprise Ltd. for systems support services for UAH 15.68 million. This is reported in the Prozorro system .
The modification and support of the information and analytical system "Elections of the President of Ukraine" of the Unified information and analytical system "Elections" was ordered until June.
UAH 6.99 million, or 45% of the funds, will be used for the services of Infosafe Innovative Technologies LLC.
The monthly rate of the chief programmer is UAH 45,000, database administrator – UAH 43,000, software engineer – UAH 41,000, project manager – UAH 40,500.
The purchase was carried out according to the negotiation procedure, because "Medirent" developed this system. In the rationale, the CEC wrote that it contacted Soft Production LLC, MiroMix United LLC, and Procom Scientific Production Enterprise LLC, but they replied that they could not provide services. Instead, the companies offered to develop a new system worth UAH 36.00-42.50 million in 7-36 months. Therefore, in order to save budget funds, services were ordered from Medirent, which is the only one that can provide them in a short period of time.
We will remind, "Medirent" appears in the case of embezzlement in the Ministry of Justice and "Ukrtransgaz" and developed for UAH 0.83 million. Four private electronic platforms, which are interconnected and have one software code, provide a single database of reports on the assessment of the FSMU, paid access to which is provided to appraisers and notaries . Medirent also owns a patent for software, thanks to which intermediary platforms have access to the FSMU database.
The founders of Medirent are Yuriy Shutka and Roman Koval, and the director is Yuriy Bonislavskyi, who in 2001-2008 headed the SE "Information Center for Personalized Accounting of the Pension Fund of Ukraine". Previously, his father, Anatoliy Bonislavsky, was the deputy chairman of the board of the Pension Fund, and in 2011, the deputy director of the mentioned state-owned enterprise. Lyudmila Shchypka also worked as an analyst at Medirent , who since 2000 was the deputy director of the Pension Fund's revenue department.
The supervisory board of Medirent includes Yurii Khandros, an assistant to former People's Deputy Stanislav Dovhoy, father of People's Deputy Oles Dovhoy from Voli Narod. Khandros is also a business partner of Taras Dovhy and Nataliya, the wife of another people's deputy from Vola Narod, Maksym Mykytas.
According to Youcontrol , Khandros was the founder of Softkey Ukraine LLC, which is currently owned by Anatoly and Dmytro Zarakhovichi. In addition, Khandros was registered as the owner of Infosafe LLC, the founder of which was also Dmytro Zarakhovych. This company was previously managed by Viktor Zhora, co-owner of the subcontractor Infosafe Innovative Technologies.
