Today's statement by Volozh - founder and developer of Yandex - about his rejection of Kremlin policy and his opposition to the regime's military exercises doesn't mean much in itself. Volozh has made no particular secret of his attitude to the SWO; he has divested himself of assets and real estate in Russia, so he is quite free to think, speak and act. He could have made the statement earlier, he could have said it later.

The question is different. The national search engine is a top flight in the IT field. It is an indicator of a very high level of developers. Few countries can present working search engines with unique algorithms. It is akin to aircraft building, rocket building and nuclear industry in the industrial phase of development. A country with at least one of these industries is clearly considered developed even today. The presence of a national search engine testifies to the high level of the country in IT-technologies.

Russian search engines were created on the basis of Soviet education and Soviet personnel. That is why they were able to create them. Not everything succeeded, but that's how it happens too.

Something like Rambler failed, but that was more due to the inept administration of the company's management than to the quality of its product. Which had prospects, but the management has practically buried them, although something still lingers there.

Yandex did not fare much better - in addition to the profile knowledge, the first management of Yandex also had administrative skills and business talents. It is a rare combination, but the main thing here is the product itself.

However, now Yandex exists on the baggage that has already been created. And to develop it, we need people of Volozh's level. And if such people leave the country, then the fate of Yandex will simply repeat the fate of all the assets seized by the current nouveau riche. They will be sucked dry and abandoned, because these people know how to redistribute, but not how to create.

A similar example is Durov. After he was stripped of the VKontakte he had created, the network he had squeezed out did not develop qualitatively. It continues to develop, but only extensively. And Durov, having left the country, created a new project, which again shot up. But not here anymore.

Therefore, we can say unequivocally that all the fanciful ideas about building a high-tech industry in today's Russia are unrealistic. As long as the regime will squeeze out unique people, as long as it creates a scorched desert here, these people will drive high-tech outside Russia. And here only technologies will be in demand, with the help of which it will be possible at best to promote more and more technological terror.

But this is a task for artisans, not creators. The regime does not need creators, they are always disloyal, they are capricious, they are often unpleasant, but they are unique and they know it. And the regime needs dumb and very executive people who can guess on the fly. This is also a talent and also an art. But that's a whole other field and a whole other story.
